Load saved search results indexed by jurisdiction code

Parameters:

manifest_fp (path-like or list of path-like) – Manifest, shard, run directory, shard directory, or glob paths.
expected_tech (str) – Technology required when the input declares its technology.

Returns:

dict – Saved jurisdiction results indexed by their FIPS codes.
